In today's fast changing world, Singapore needs to ensure that its business environment continues to stay globally competitive and conducive for all business to sustain economic growth. One way of doing so is to constantly update its regulatory framework and clear away hurdles that inhibit business growth and stifle entrepreneurial ambitions. The Pro-Enterprise Panel (PEP) was thus established in August 2000 to actively seek and act on the public's feedback on unnecessary and obsolete government rules and regulations to help businesses.
The PEP is chaired by the Head of Civil Service, with members who are mostly business champions from the private sector. With the majority of the members from the private sector, the Panel ensures that sufficient considerations is given from a business perspective in the evaluation process. This leadership support ensures that every suggestion submitted to cut red tape is rigorously evaluated at the highest level. The unique character of the PEP as a public-private partnership is a shift of the government from its traditional roles as a regulator, to also a facilitator for business.
